Design for ‘Absence’ ：Post-disaster Landscape Planning

灾难后恢复性景观规划设计

Introduction:

2015年8月12日23点34分左右，天津市滨海新区天津港的瑞海国际物流中心货柜码头集装箱内易燃易爆品的连串爆炸。爆炸现场产生的冲击波巨大，令天津市及河北省局部地区有震感，北京地震台网检测显示，两次爆炸所引发地震的爆炸当量之和相当于24吨TNT炸药，现场出现蕈状云。该事故是一起特别重大生产安全责任事故。共造成165人遇难、8人失踪，798人受伤。

事后，场地被填埋成为公园，但场地面临的污染和风险并没有被妥善的处理。景观设计在灾难性的城市事件后的恢复中扮演怎样的角色？如何切实的解决灾害带来的生态问题、城市问题，使城市能够更加迅速地从当今和未来极端灾害中恢复？如何抚平城市的伤痛记忆？如何建立新的秩序？

城市景观的重建并非只是诸如新的道路、河岸、社区绿地等城市结构的重建。为了解决区域性的人口流失、土地水资源污染、居民灾后创伤等棘手问题，我们必须寻找能激发当地居民力量的规划与设计实践。这也是为了修复创伤；发展新的模式与策略，从而吸引人们重新回到这些地方；以及加强自我独立和创造性。景观在此扮演着重要的角色。它可以提供至关重要又生机勃勃的集会场所，通过使用当地材料与工艺，并且让未来的使用者参与到项目计划、设计与管理过程，从而创造城市自信与场所特征。然而，设计师并非在毫不理解当地需求的前提下，只是从外部将景观功能放进城市，而是必须寻求一种方法，将景观融合到社会实践与居民的生活中；景观必须是活着并不断生长的。另外，景观设计师需要从规划的角度去设计流程、提供场地的为了可能性，从而补充社会资源和社区的恢复力。

Assignment:

将围绕几个核心技能点 Mapping Framework Layer Program Landscape Ecology Morphology，来组织逻辑并试图解决场地上的1. 灾难后景观的再生、恢复 2.区域尺度和城市尺度的场地功能定位 3.景观设计中的叙事手法和人文关怀 4.生态理论和处理污染土地的方法。

By using different techniques to understand the (spatial) problematique and have incredible insight into the solution of the area. The experimental techniques (montage, transformation, decomposition) and design methods (scenario pattern,, analogy, flow, layers, scales) refine the ‘diagnose’ and design elaboration throughout the design process.
